The solution was to create a completely new role—the so-called Field Deployed Engineers—to absorb the surplus. It wasn’t a technological problem; it was an organizational architecture issue that no one designed in advance.

This episode clinically encapsulates the moment large corporations face today: AI agents already operate as employees—they make routine decisions, manage entire workflows, and route exceptions to humans—but the governance structures overseeing them still treat them as if they were merely a software license that requires annual renewal.

Gartner projects that by 2028, at least 15% of routine work decisions will be made autonomously by AI agents, starting from a baseline of 0% in 2024. Simultaneously, the same firm warns that 4 out of 10 AI agent projects will fail by 2027 due to a lack of proper governance. Together, these data points form the most costly paradox of modern enterprise: technology scales, but the management model does not.

The Organizational Chart Doesn’t Account for Someone Working Alone for Free

A well-configured AI agent can review thousands of resumes, update records in internal systems, generate exception reports, and escalate approvals—all without human intervention. It performs exactly as a junior analyst would, but with no payroll, no benefits, and no induction time. In terms of cost structure, that seems perfect. The problem lies in what the company doesn’t account for.

When a human employee makes a mistake in a regulated decision—say, a credit denial or biased candidate selection—there is a clear legal framework: there is a responsible party, a review process, and documentation trail. Organizations winning in this arena aren’t the ones deploying more agents but those that structured their agents with defined roles, documented autonomy limits, and integrated audit mechanisms from day one. That’s not bureaucracy; it’s the difference between an asset that generates value and a liability waiting to explode.

An executive treating an AI agent as a cloud service subscription—something that gets activated, used, and forgotten—is accruing operational debt that will eventually present its bill. The question isn’t whether the agent functions: it’s who is accountable when it malfunctions.

What the Released Capacity is Worth

Let’s return to Salesforce. The financial logic behind deploying an AI agent instead of hiring another analyst seems obvious: if an agent can handle the workload equivalent to two people, the savings on direct labor costs are immediate. But that arithmetic ignores the reassignment cost that the CRM company discovered firsthand.

Released capacity is not free value. It’s potential that requires direction, structure, and, in many cases, a complete redesign of the remaining human work. Salesforce invested in creating a new role—Field Deployed Engineers—to turn that surplus into real business value. That has a cost: role design, training, performance metrics, customer integration. Companies that fail to do that design merely waste the efficiency they paid to generate.

Oracle outlines a vision where AI agents evolve from "assistants" to "colleagues" capable of executing fully autonomous workflows. That language isn’t poetic; it has direct implications on how the operational budget is structured. A colleague has responsibilities. A colleague has metrics. A colleague belongs to a department, reports to someone, and has authority limits. Software doesn’t.

The financial difference between both models is significant. Deploying agents without that architecture is tantamount to hiring staff without job descriptions or performance indicators. The expenditure exists, value is uncertain, and risk is uncontrolled. CB Insights named 2025 as the year of "constrained agents": systems designed to operate autonomously within defined limits, with human oversight preserved. That description isn’t a technical preference—it’s a financial architecture requirement.

Governing Agents is a Cost Structure Decision, Not a Cultural One

There’s a convenient narrative circulating in technology transformation forums: resistance to AI agents is a cultural problem, a fear of change, from collaborators who don’t want to adapt. That reading is convenient and almost always incorrect.

The real resistance within organizations doesn’t stem from fear of technology. It arises from ambiguity regarding who is responsible for the decisions agents make. When an AI agent updates a contract, denies a request, or prioritizes one client over another, someone within the company must own that outcome. If that ownership isn’t assigned, the incentive system collapses: no one wants to sign off on a decision they didn’t make and cannot audit.

That transition isn’t automatic. That architecture carries a design cost that most companies are not budgeting for. And it has a return that most are also not measuring with the necessary precision. Audit logs for regulated decisions—which Gartner already describes as a compliance requirement, not an option—aren’t a technology expense. They are functionally equivalent to having a signed contract with each agent about what they can and cannot decide autonomously.

Companies that structure that governance from the start will operate with significantly lower error costs. Those that do not will find that the 40% failure rate projected by Gartner isn’t an abstract statistic, but a line on their own profit and loss statement.

The only model that will sustain the large-scale deployment of AI agents is one where each agent generates more value than it costs to govern, and where that differential is being captured, measured, and transformed into actual cash flow. Everything else is unbilled potential.
